በግጭት፣ በአየር ንብረት ለውጥ፣ ኢኮኖሚያዊ ቀውስ እና አለመረጋጋት ምክንያት በዓለምአቀፍ ደረጃ ከ140 ሚሊዮን በላይ ሰዎች ለከፋ የምግብ ዋስትና እጦት የተዳረጉ ሲሆን ይህም የርሃብ መጠን በሚቀጥሉት ወራት በእጅጉ ሊያድግ ይችላል፡፡

ከአየር ንብረት ጋር የተያያዙ ድንገተኛ አደጋዎች፣ የትጥቅ ግጭት፣ ኢኮኖሚያዊ ችግሮች እና የፖለቲካ መሰናክሎች መበራከት በዓለምአቀፍ ደረጃ ርሃብ ከጫፍ ጫፍ እየጨመረ ይገኛል ብሏል፡፡

በመሆኑም አፋጣኝ እርምጃ ካልተወሰደ ሰቆቃው እየሰፋ ለሚሊዮኖች ህልፈት ምክንያት መሆኑ አይቀሬ መሆኑን ተናግሯል።

በግጭትና በአየር ንብረት ቀውስ ለምግብ እጥረት የተጎዱትን አካባቢዎች የምግብ ምርት ማሳደግ የሚያስችሉ ዘመናዊ አሰራሮች ላይ መዋዕለ ንዋይ ማፍሰስ እንደሚገባም አስረድቷል፡፡

ከነዚህ የቀውስ አዙሪት ለማምለጥ የሥርዓት ማሻሻያ መደረግ እንዳለበትም ዓለም አቀፍ የቀይ መስቀል እና ቀይ ጨረቃ ማህበራት ፌዴሬሽን (IFRC) እና የአለም አቀፍ ቀይ መስቀል ኮሚቴ (ICRC) ከመጪው የተባበሩት መንግስታት ጠቅላላ ጉባኤ አስቀድመው ያሳስባሉ።

የብዙ ሰዎችን የርሃብ ሰቆቃ ለመግታት የአደጋ ጊዜ ምላሽ ብቻውን መፍትሄ አይሆንም ያለው ንቅናቄው በአንጻሩ የተቀናጀ እርምጃ እና በረጅም ጊዜ ዕቅድ የቅርብ ትስስር ስርዓት መዘርጋት እንደሚያስፈልግ ያስረዳል።

ዘላቂ የምግብ ዋስትናን ለማረጋገጥ በመንግሥታት፣ በግሉ ሴክተር፣ እና በሰብአዊና በልማት ቡድኖች ተጨማሪ ጥረቶች መደረግ አለባቸው ብሏል።

የ IFRC ፕሬዝዳንት ፍራንሲስኮ ሮካ ሁለት ደርዘን የአፍሪካ ሀገራት ባለፉት አሥርት ዓመታት በከፋ የምግብ ቀውስ ውስጥ ይገኛሉ ብለዋል።

እንደፕሮዝዳንቱ ገለጻ በአፍሪካ ቀንድ በግጭቶች፣ በድርቅ፣ በጎርፍ፣ በኮቪድ-19 ኢኮኖሚያዊ ተፅእኖዎች እና በበርሃ አንበጣ ምክንያት 22 ሚሊዮን የሚሆኑ ሰዎች ለርሃብ ተጋላጭ እንደሆኑ አስረድተዋል፡፡

ይህ ርሃብ እ.ኤ.አ. በ2023 እንደሚባባስ ጠቁመው በአሁኑ ወቅት አፋጣኝ እርምጃ ከተወሰደ የብዙ ሰዎችን ሕይወት ማዳን እንደሚቻል ፕሬዝዳንት ፍራንሲስኮ አስታውቀዋል።

በመሆኑም እርዳታ ለሚያስፈልጋቸው በሚሊዮን የሚቆጠሩ ሰዎች ህይወት መታደግ የሚያስችል አስቸኳይ ድጋፍ እንፈልጋለን ብለዋል፡፡

የ ICRC ፕሬዝዳንት ፒተር ሞሬ በበኩላቸው ግጭት አርሶ አደሩ እህል እንዳይዘራና እንዳይሰበስብ የሚከለክል በመሆኑ ለርሃብ መከሰት ዓይነተኛ ምክንያት እንደሆነ ይናገራሉ፡፡

ፕሬዝዳንት ፒተር አያይዘውም በሰብአዊ ምላሽ መዋቅር ውስጥ የመቋቋም አቅምን መገንባት ምኞታቸው መሆኑን ገልጸው በግጭትና የአየር ንብረት ለውጥ ምክንያት የዜጎች ህይወትን በሚያሰቃዩ ጉዳዮች ላይ ትኩረት ሰጥቶ መስራት እንደሚያስፈልግ አስረድተዋል፡፡

ከሰሃራ በታች ባሉ የአፍሪካ ሀገራት ከአምስት አመት በታች ከሆኑ ህጻናት መካከል ከሦስቱ አንዱ ሥር በሰደደ የተመጣጠነ ምግብ እጥረት የቀነጨረ ሲሆን በአንጻሩ በወሊድ ዕድሜ ላይ ከሚገኙት ከአምስቱ ሴቶች ሁለቱ በደካማ አመጋገብ ምክንያት የደም ማነስ ችግር አለባቸው።

በሶማሊያ በተመጣጠነ ምግብ እጥረት ምክንያት እንክብካቤ የሚያስፈልጋቸው ህጻናት ቁጥር በአምስት እጥፍ ጨምሯል። ባለፈው ወር በባይዶዋ የሚገኘው የቤይ ክልል ሆስፒታል 466 ህጻናትን የተቀበለ ሲሆን ይህም በነሀሴ 2021 የነበረበት 82 ነበር።

በአፍጋኒስታን በሶስት አስርት አመታት በትጥቅ ግጭት እና ኢኮኖሚ ውድቀት ምክንያት ምግብ የመግዛት አቅም ላይ ከፍተኛ ተጽዕኖ እያሳደረ ነው። ከአገሪቱ ከግማሽ በላይ ወይም 24 ሚሊዮን የሚሆነው ህዝብ እርዳታ ያስፈልገዋል፡፡

በተመሳሳይ በፓኪስታን በቅርቡ የተከሰተው የጎርፍ አደጋ 12 ቢሊዮን ዶላር የሚገመት ኪሳራ አስከትሏል። ከዚህ የቅርብ ጊዜ ጥፋት በፊት በሀገሪቱ 43 በመቶው ህዝብ የምግብ ዋስትና እጦት ላይ ነበር። አሁን የተራቡ ሰዎች ቁጥር በከፍተኛ ሁኔታ ይጨምራል ተብሎ ይጠበቃል።

እንዲሁም በሶሪያ ከ2019 ጀምሮ የምግብ ዋስትና እጦት መጠን ከ 50 በመቶ በላይ ጨምሯል፡፡ በአሁኑ ወቅት ከሶሪያ ህዝብ ሁለት ሦስተኛው ወይም ከ 18 ሚሊዮን ውስጥ 12.4 ሚሊዮን የሚሆነው የዕለት ተዕለት የምግብ ፍላጎታቸውን ማሟላት አይችሉም፡፡

በዩክሬን ያለው ዓለም አቀፍ የትጥቅ ግጭት ዓለም አቀፋዊ የምግብ እና የማዳበሪያ አቅርቦት ላይ እያሳደረ ባለው ተጽእኖ በብዙ ሀገሮች የወደፊት ምርትን በእጅጉ አስተጓጉሏል። ለአብነት ያህል በምስራቅ አፍሪካ ለርሃብ ተጋላጭ ለሆኑ ህዝቦች የእህል አቅርቦቱ በሚፈለገው ደረጃ እየደረሰ አይደለም፡፡

IFRC እና የቀይ መስቀል እና የቀይ ጨረቃ ቡድኖችን ያቀፈው ቡድን በሁሉም የአለም ማዕዘናት በተለይ ለመድረስ አስቸጋሪ በሆኑ ማህበረሰብ ውስጥ እርዳታ እያደረሱ ነው።

ICRC በዚህ አመት በደቡብ እና በማዕከላዊ ሶማሊያ ወደ 1 ሚሊዮን የሚጠጉ ሰዎች ከ150 ሺህ ለሚበልጡ ቤተሰቦች ጥሬ ገንዘብ በማከፋፈል የአንድ ወር ምግብ እንዲገዙ ረድቷል። በናይጄሪያ ተመሳሳይ ፕሮግራም 675 ሺህ ሰዎችን የረዳ ሲሆን ከሩብ ሚሊዮን በላይ ሰዎች ደግሞ የሰብል ምርትን ወደነበረበት ለመመለስ የአየር ንብረት ስማርት የግብርና ግብአቶችን አግኝተዋል።

The Ethiopian Red Cross Society in collaboration with the Austrian Red Cross celebrated World Menstrual Hygiene Day on May 30, 2022 under the theme “we are committed”.

The event was held at Netsanet Berehan Primary School, Kirkos Sub-City, Addis Ababa. During the day, the Red Cross provided hygiene kits for the school serving for 295 female students as well as other equipment, including small water tanks, which may be used during Menstrual Hygiene Management.

Isheba Tafari, Gender and Governance Program Manager of Coordination Office for Austrian Development Cooperation to Ethiopia, said at that girls should not drop out of school due to the impact of menstruation. She told that necessary support to address the issue will be given.

Ermias Getachew, Principal of the School, thanked the Red Cross for the support, underlines that this has a significant implications for the change of perception.

Tigist Nigussie and Fedila Tofiq are a 5th and 6th grade students of the school. They explained the difficulty to change their sanitary pads during menstruation because it is in unsanitary toilet. They also said that it would be better if they could have a room for rest at the school when they have menstrual cramps and feel different.

Issues related to menstruation, especially in schools, are related to lack of perceptions, lack of WaSH facilities and items, privacy and space awareness and education, limited access to counselling and guidance are some identified that school girls facing during menstruation.

It is stated during the day that the Ethiopian Red Cross Society is working to change harmful traditional attitudes as well as to prevent Female Genital Mutilation (FGM) through its Water, Sanitation and Hygiene program.

Over seventy invited participants from relevant Federal ministries, regional bureaus and woreda government sector offices, NGOs and community actors engaged in similar activities were present. The overall objective was to give participants the chance of exposure and best practices specifically about the projects implemented within Fafan Zone, Shebele (West Jigjiga) woreda at Tutafi and Hare 2 kebeles. Major structures visited were Water Spreading Weir, Stone Bund, Birkad, Masonry and Seedling plantation that covered more than 13 hectares.

Participants of the workshop strongly recommended on the need to replicate the structures, government support, integration of actors, resource mobilization and the enhancement of the ECO-DRR efforts in order to facilitate their application in the wider community, at least in the Somali region.

“I used to grow crops and feed my family. Following the conflict, my family suffered from shortage of food since we lost everything we had. However, Red Cross provided us a canvas for shelter and non-food items,” said Adisu.

Living with his family of seven in a shanty house located in Fuchucha kebele of Konso Zone, Adisu tries to build the best house with Birr 8,500 cash assistance from the Red Cross. The Red Cross cash assistance allowed Adisu to re-establish his life in Fuchucha.

“I wouldn’t be able to afford shelter to be under construction or even take care of my children without Red Cross cash assistance,” said Adisu. “Red Cross cash assistance means being free of debts, having a shelter, having a life to us,” he adds.

It’s noted that Ethiopian Red Cross Society in coordination with Swiss Red Cross has carried out about Birr 21 million cash distribution to 2,460 conflict affected households in Konso Zone, Alle and Derashe Special Woredas through the ‘Emergency Response for Conflict Affected People’ project.

Sochate, a 38-year-old mother of three, lives in Gato kebele of Derashe Special Woreda.

She is a single-headed household. She lost her house, three sheep and five goats destroyed and looted due to the conflict in November, 2020. She fled the conflict with her children whom she could hardly support. “We were not alive, had there not been Red Cross support,” explains Sochate, adding that she bought food for her growing children with the Red Cross first round Birr 4,000 cash assistance.

The same is true for the family of Tenagne, a 44-year-old housewife and mother of six. She lives in Delbina gama kebele of Alle Special Woreda. Her husband, Tefera, is a farmer. “Because of the conflict, we suffer a lot. Our house, cloths and crops were burnt, so we are living now with empty hand,” Tenagne shares. With very little means to keep the family afloat, Tenagne is forced to solicit help from her relatives.

Tenagne and Sochate are just two of the 2,460 beneficiary households. “Taking the cash assistance was easy and fast,” says Tenagne. “There were only a few requirements and we only had to open bank account and wait for the call.” With the Birr 8,500 she received, she bought construction materials – wood and nail – to build house. “This is a great help for us, we are very grateful,” adds Sochate, who bought 8 corrugated iron sheets with the second round Birr 4,500 cash assistance.

Cash distributions enable recipient households to spend money on their priorities, including purchase of household items, food, clothing, and house construction materials.

SRC Delegate Office Project Coordinator, Aschalew Badege said: “Cash distribution provides essential assistance to people in need and allow them to use the money for their own most essential needs. We look forward to strengthen cooperation between ERCS and Swiss Red Cross to continue to provide humanitarian assistance.”

The budget allotted to provide cash assistance through ‘Emergency Response for Conflict Affected People’ project is Birr 27 million, of which about Birr 21 million is distributed to 970; 1060; and 430 conflict affected households in Konso Zone, Derashe and Alle Special Woredas, respectively.
